Something like those guys who harrassed some woman via twitter with insistent threats of death and rape is probably more like hate speech these days. Remember in the 1980s when parents complained that the "A-Team" was too violent, and magazine articles counted bullets shot per show? These days, A-Team doesn't look violent at all. Hate speech has evolved in the same way, I think. You'd probably have to threaten very specific things to very specific people to 'qualify.'
