Because it's not common at all. This is the first time I've seen it in
15 years of reading and posting to Usenet. Google finds a whopping total
of seven pages with the meaning Evertjan suggests.

Much more common is "RTFFAQ", with ~37.000 Google results.

Some people like to use obscure acronyms. It gives them a feeling of
superiority when others can't figure out what they mean.
