Not the useful TIDY, though that accepts a bodyless page.

I use Opera's context menu entry Validate nowadays; it accepts the
following as tentatively valid (4 warnings, none mentioning the body).
It submits to <http://validator.w3.org/>, the W3C Markup Validation
Service.
