Java programmers do not distribute a JRE.  They distribute jar and class
files.  Users get the JRE from Oracle or other authorized locations.

But there is no way Oracle or anyone else can legally prohibit someone
from supplying their own class files.  You are not modifying any Oracle
code, so their copyright on their code is not affected.  And no
copyright prohibits a "clean room" re-implementation of existing code.
