You seem to be both technically wrong and missing the point.

Regarding the technical side:

DOS obviously execute DOS commands using a DOS command interpreter.

But since DOS went out of fashion approx. 20 years ago and Java
does not run under DOS then that is hardly relevant.

Obviously command line stsill exist. Windows uses either CMD or PS.
*nix uses sh/csh/ksh/bash/zsh/*.

Regarding the point then it was not about what was meant by DOS
but whether it was nice to consider something a 1985 solution.
