Before Windows 95, DOS was the OS.  In Windows 95/98 there was command.com which opened a window where you can type DOS commands.  In Windows XP they included command.com for backwards compatibility as they replaced it with cmd.exe which opens the same "Command Prompt" window.  Now running Windows 8.1, they seem to have discarded command.com at some point but the "Command Prompt" window now cmd.exe still looks the same and I still refer to it as DOS.  Perhaps you are a child who never had to use a computer before Windows 95?  Rather than "DOS Command" to refer to anything you need to manually type from this "Command Prompt" window (or Windows 7 had a GUI window to access) we could call it "Command Shell Command"?  A long time ago I also had to work on Unix where we typed in command line, I believe we called that Command Shell.  That should be universal enough if you're too young to get the meaning of DOS command.  Ever hear anyone tell you to "roll down" your car window?  The term is still used long after windows became all push button.  It appears the OP issue has been solved so you can end the childish debate.
