gedit (g for gnome) is free in both senses.

Syntax coloring for .fs is fairly close, but could be better. Customizable.

I don't use autocomplete, so I haven't been looking at that. I see there are plugins that handle some autocomplete. 

I know there is a regular expression plugin, maybe more than one. I keep telling myself I'll go find it and start using it, but the search does enough substitutions to keep me from actually doing so.
