I have done more metaprogramming in Forth than most other Forth
programmers (e.g., the Gray parser generator generates executable
Forth code, including control structures); a separate control-flow
stack would have helped relatively little.  Requiring it would be a
burden for implementors, especially on small systems.  I certainly
don't see that being standardized in the foreseeable future (I tend to
weigh programmer convenience over implementor convenience more than
most Forth committee members and implementors).

They cannot store these items to memory, and load them later or
something (e.g., for implementing labels and gotos).

But the things you might do with that are probably more than we want
to guarantee; e.g., a programmer might store an orig or dest in one
definition and use it in another.  On some compilers this might work,
on others maybe not.  We probably don't want to specify the things
that you can do in that way (I don't see any common practice for doing
such things), so the standard looks good to me in this area as it is.
