Visual Studio 2015 fully implements the C99 Standard Library, with
the exception of any library features that depend on compiler
features not yet supported by the Visual C++ compiler (for example,
<tgmath.h> is not implemented).
There's no mention of C89/C90 conformance -- but it only refers to
the standard library, not the core language.
A C89/C90 conforming compiler would, for example, have to accept
implicit int and diagnose declarations in for loops. I don't
know whether Microsoft's compiler can be made to do that. But it
shouldn't be difficult to write code that conforms to both C89/C90
and C99. It would make it inconvenient to compile old code, but
arguably such code should be fixed anyway.
