They should be but we have a codebase that's about 25 years old and 
written by programmers of varying skill levels. One common pattern was 
to look for '-' in argv[i][0], switch of argv[i][1], and then do a 
strcpy, atof, or whatever else you were expecting on argv[i][2] rather 
than using argv[i+1] as the parameter after the flag.

Poor programming to be sure but that's legacy code for you. getopt() 
standardizes the process without everyone rolling their own command line 
parser.
