I've never seen a newline *usefully* used in a file name. Spaces, yes
(I personally dislike spaces in file names, but they're common in some
contexts) -- and if some user interface displays a file name by
splitting it on white space, that's probably ok.

But you can't reasonably expect anyone else to follow restrictions that
you think are reasonable.

More recent versions of the GNU utilities (including ls, find, etc.)
display newlines in an unambiguous from by default. For example:
$ touch foo-bar foo_bar 'foo bar' $'foo\nbar' $'foo\rbar'
$ ls -l
total 0
-rw-r--r-- 1 kst kst 0 Oct 3 11:06 'foo'$'\n''bar'
-rw-r--r-- 1 kst kst 0 Oct 3 11:06 'foo'$'\r''bar'
-rw-r--r-- 1 kst kst 0 Oct 3 11:06 'foo bar'
-rw-r--r-- 1 kst kst 0 Oct 3 11:06 foo-bar
-rw-r--r-- 1 kst kst 0 Oct 3 11:06 foo_bar
$ ls --version
ls (GNU coreutils) 8.28
The $'\n' is based on bash's (poorly named) "ANSI-C Quoting".
In my limited experience with Windows, it imposes stricter limitations
on file names that Linux does. (For example, I don't think it allows
':'.)

And who decides what's "reasonable"?
If I were making that decision, I'd ban spaces in file names.
Fortunately for some of the rest of you, I have no such authority.

I believe Linux imposes limits. They're quite large, and I don't
remember off the top of my head what they are.

Other than David Brown (and I disagree with him), nobody has suggested
that using newlines in file names is a good idea. In fact it's a
terrible idea. But the fact is that Linux/Unix/POSIX permits any
characters in file names other than '\0' and '/'.
I often assume that file names don't contain special characters, when
I'm working with a directory tree of files that happen to meet that
restriction. (That's if I'm working interactively; if I write a script
that's going to be run more than once I'm more careful.) It's a bit
easier to type
for file in $(find . -type f) ; do some_comand $file ; done
without having to worry about special characters. But if I don't *know*
that there are no special characters, the OS I use provides tools that
let me deal with that -- and those tools deal just as easily with
newlines as with spaces.
find . -type f -print0 | xargs -0 -l some_command
It might have been a good idea, however many decades ago, to impose a
restriction disallowing newlines in file names. And probably '\r' as
well. And '\b'. Maybe disallow all non-printing characters? But the
system was designed when 7-bit or 8-bit character sets where the norm.
Leaving things open allowed Linux/Unix/POSIX file systems to support
UTF-8 file names with no changes.
Can you tell us *exactly* what restrictions you would have imposed?
For relevance to C, the fopen() function takes a pointer to string as an
argument, described as the name of the file. The standard says nothing
about how that name is interpreted or how it might be restricted (other
than the implicit restriction that, because it's a string, it can't
contain null characters). Which is as it should be.
