Did you mean *displaying* file names with newlines rather than
having actual newline characters in the file names? (Though I've
rarely seen that done.)

Agreed. If you try to impose restrictions, there are going to be ways
to get around them, and when that happens tools that make assumptions
are going to break in arbitrarily bad ways. (Somebody recently
described what happens when you create files on Windows with funny
names.)
