MS is a global company, so they have not been shy of using Unicode. In fact, it's their multi-language requirements that prompted early adoption before UTF-8 was widely used. They chose UCS16, which was later extended (in most contexts) to UTF-16 which is where many of the problems come from. -- Ben.
