  Second Tuesday US time. For you that would be the second Wednesday.
I'm in The Netherlands and do my updates on the second Wednesday, which
was yesterday (day before yesterday by the time you wake up! :-)).

  BTW, with regard to your data-limit problems: You can easily delay
updates for upto 4 weeks:

  Disconnect from the network (so Windows Update can't check for
updates). Settings -> Windows Update -> Pause updates -> Extend for
X weeks. And connect again to the network. Windows Update has a '[Resume
updates]' button to resume at any time, but be warned, when you click
that button, it'll do a check for updates right away.

Better to define the connection as metered. Windows will then not do 
automatic updates.

  Yes, I know. I was just describing where Daniel wants to use Windows
Update over his mobile phone connection, but just not now.

  BTW, you can only set a connection as metered if that connection is
currently visible to your computer. I.e. the mobile/Wi-Fi hotspot on the
phone must be switched on and the computer must be connected to that
hotspot, only then you can see/change the 'Metered connection' setting
in the properties of that connection. That's different than on Android,
where you have a 'Manage networks' facility to manage known, but
unconnected, networks.

  You can get around this Windows limitation by turning off 'Mobile
data' on the phone and then connecting to the mobile/Wi-Fi hotspot. I.e.
you're connected to the hotspot, so you can change its 'Metered
connection' setting on the Windows side, but since 'Mobile data' is off,
you won't be wasting any mobile data for this change is setting.

  Been there, done that, got the T-shirt! :-)

Ah, nice trick. It did not occur to me that the phone would allow the 
connection.

Yeah, I see :-)

I've never tethered a computer using Windows, only with Linux (using 
openSUSE). It is easier to control what uses Internet, although distros 
try to emulate Windows. I have to manually disable the automatic updater 
(it looks for updates but does not install them; one variant downloads 
them as well) or uninstall it, then do manual updates when convenient.

O.K., I found the Settings -> Windows Updates, and, on the 'Pause 
update' tab, it's saying "You've reached the maximum amount of pause 
time. To help keep your device secure, get the latest updates - then 
you'll be able to pause again" .... and the 'Pause for 1 week" button is 
Greyed out. ..... and, at the top of that screen, it states "Updates 
paused until 10/03/2025" .... so I guess I'll just have to wait!!

  Was 'Pause updates' giving that message *before you (tried to?) chance
the setting? If so, something/somebody must have set it, because
normally there is no message and the button says 'Pause for 1 week \/',
where '\/' is the down arrow which opens the other choices.

  BUT, Windows Update probably checks when the last update was done,
because I said you could delay updates for 4 weeks, while I was sure
that one could set it to 5 weeks. And lo and behold, today, *after*
yesterday's 'Check for updates', it's indeed back to upto 5 weeks.

  Anyway, you can get out of the dead-lock by disconnecting from the
network, clicking 'Check for updates' (which of course will give an
error because there is no network) and reconnecting to the network. Then
the 'Pause for 1 week \/'  button is no longer greyed out. Of course now
the system is back to normal and will regularly check for updates and
hence 'eat' data.

I disconnected from any/all connections and checked Settings -> Windows 
updates ... and it was telling me the "You've reached the maximum amount 
of pause time. To help keep your device secure, get the latest updates -

button is Greyed out." message as before.

Let's call it quits for now and I'll have another fiddle later!!

"WPA PSK" just means you're using a pre-shared key (i.e. you told the AP
and the client what the password is).

That might be your mobile phone carrier only allowing certain (common)
ports through the hotspot, such as 80/443 for web browsing and
495/587/25 for email.  Maybe a few other things too.

  You seem to be confused as to how this works.

  You can have *either* have your phone connect to the Wi-Fi access
point of your Telco's modem *or* have your computer connect to the Wi-Fi
hotspot in your phone.

  So when your phone is Wi-Fi connected to your Telco's modem, you
cannot connect your computer to the Wi-Fi hotspot in the phone. And
vice versa.

  When you turn on the Wi-Fi hotspot in your phone, i.e. not just
*configure* it, but (also) *turn it on*, your phone will say it turns
off Wi-Fi (or that you must turn it off), because the phone needs its
Wi-Fi 'radio' to be used as a Wi-Fi hotspot. It can not do both at the
same time.

  So in short: Check that the Wi-Fi hotspot in your phone is not only
configured, but also switched on. And check that the Wi-Fi connection of
the phone to the Telco's modem is of/disconnected.

To add to the confusion, some phones are capable of connecting to the 
house WiFi and provide a hotspot at the same time. Yeah, I was very 
surprised.

Maybe you have to connect the phone to you PC via USB first on this 
phone? Maybe once you've done that you can turn it on?

That's another possibility if your PC has Bluetooth. I used to do it 
many years ago. It's a little more complicated though, and it's pretty slow.

Easy done .... (I think) .... as I recharge my Mobile Phone by 
connecting it to a mini-USB plug hanging of one end of a Cable who's 
other end (USB) is plugged into this Computer .... Done!!

I just "deselected" my usual Wi-Fi signal and tried connecting to the 
other Wi-Fi signals .... but the all required "Network Security Keys"

At this point you have to tell your phone to share Internet via the USB 
connection. Not "charging".

Not WiFi. It will be ethernet over USB or similar wording.
