You can have *either* have your phone connect to the Wi-Fi access point of your Telco's modem *or* have your computer connect to the Wi-Fi hotspot in your phone. So when your phone is Wi-Fi connected to your Telco's modem, you cannot connect your computer to the Wi-Fi hotspot in the phone. And vice versa. When you turn on the Wi-Fi hotspot in your phone, i.e. not just *configure* it, but (also) *turn it on*, your phone will say it turns off Wi-Fi (or that you must turn it off), because the phone needs its Wi-Fi 'radio' to be used as a Wi-Fi hotspot. It can not do both at the same time. So in short: Check that the Wi-Fi hotspot in your phone is not only configured, but also switched on. And check that the Wi-Fi connection of the phone to the Telco's modem is of/disconnected. [...]
