Binary name should be dbackup

Could be that it's located in /sbin /usr/sbin, those directories do not 
be part of a normal users $PATH, but would be the case if you were a 
root user.

Location on a debian based system would be: /usr/sbin/dbackup

 From what I seen, no it's not a GUI based tool, take a look at the man 
page and you see how to use it.
You may be able to install some kind of third party frontend for it, but 
as I never heard about this one until today, so I have no clue.
