Other than Windows Defender, is she running some 3rd-party anti-malware
software? Many AV programs include firewalling features.
Is she running a firewall other than the bundled Windows Firewall? If
just using the Windows Firewall, go into it to look at what rules are
defined. If no, is she using any Windows Firewall helper tool?
On her computer, run firewall.cpl. In the left panel, click on
"Advanced settings". Check there the firewall is enabled for all
network profiles. Click on Advanced Settings to get the rules manager.
Look for any red-colored hazard icons indicating blocking rules. On her
computer, I'd focus more on the inbound rules, but outbound rules could
also affect networking from her computer to other hosts.
Some utilities to make the Windows Firewall more interactive will change
the default behavior where all connect attempts are blocked unless
whitelisted. The firewall helper pops up an alert saying something
wanted to connect, and you can block (default), allow temporarily, or
allow always (which adds a rule).
As I recall, 3rd-party Windows Firewall helpers changed a registry
setting that reversed the firewall's behavior where it would then block
all unless allowed by a prompt to the user. They work by monitoring
events in the event logs (I forget the status code). When an event is
triggered for the block (now the default), the helper's popup appears
asking what you want to do (Block, Allow Now, Allow Always). If you
allow, the helper adds a rule to the Windows Firewall to add an allow
rule.
https://www.binisoft.org/wfc.php
I think that was the one I experimented with many years ago. It changes
the Windows Firewall to block all unless excepted in a prompt very
similar to how 3rd-party firewalls behave in more strict modes.
However, many 3rd-party firewalls have whitelists of apps (by hash) to
eliminate many of the prompts that nuisance a user to death making
decisions they are often ill-equipped to answer. The pre-defined
whitelist reduces the number of prompts, but there are still a lot of
them until you train the firewall (add rules). After a period of
training, the prompt level wanes. Another similar helper app is
simplewall.
https://learn.microsoft.com/en-us/answers/questions/47481/windows-firewall-block-all-traffic-by-default-unle
If you right-click on the root tree node in the "Windows Defender
Firewall with Advanced Security" dialog (where you were looking at
rules, select Properties, and you can see the default behaviors for
inbound and outbound traffic.
Without a 3rd-party helper (to present prompts on all connect attempts)
or change the default behaviors of the Windows Firewall, the defaults
are:
Firewall state: On
Inbound connections: Block
Outbound connections: Allow
Customize: all network adapters are selected
Settings -> Customize:
Display a notification (for inbound connections blocked to a program): Yes
Allow unicast response: Yes
Logging: You could enable to see if something shows up when you are
trying to connect to her computer.

I've only trialed the free version of Bitdefender which does not have all the features of the paid version. https://www.bitdefender.com/en-us/blog/hotforsecurity/free-vs-paid-security-software-which-is-better-for-you That notes the paid version includes a firewall. Is she using the free or paid version? I don't remember if the free version had a "disable" feature where you could temporarily disable Bitdefender Free while troubleshooting. I would a paid version to have such an override. Check if you can disable Bitdefender. Because AV software digs deep into the OS, you may have to check if it has a disable that survives a reboot of Windows, so the AV is not active when Windows starts. Some AVs have the override during the current Windows session, but a reboot has them active again. https://www.bitdefender.com/consumer/support/answer/28557/ Personally I would prefer one option that would disable all of the AV program, and it would remain disabled even after a reboot, but that might weaken the protection (even for itself). Most, maybe all, AVs run proxies through which to interrogate network traffic. Even if you disable the AV, likely the traffic still has to pass through their proxy. If their proxy is screwing up the networking, it could continue screwing it up when the interrogation is disabled. That's why a reboot is needed, and where the AV doesn't restart itself, to ensure ALL of the AV is out of the way during troubleshooting. >> Without a 3rd-party helper (to present prompts on all connect attempts) >> or change the default behaviors of the Windows Firewall, the defaults >> are: >> >> Firewall state: On >> Inbound connections: Block > > In the private profile this is allowed. Because all inbound and outbound connections are allowed, you would never get a prompt that something wants to make a connection, but that seems to be how you want your computer, or hers, to operate. I would suspect that means there should be no Block rules in Windows Firewall (those having a red hazard icon). >> Logging: You could enable to see if something shows up when you are >> trying to connect to her computer. > > It says it can't find the log file. Probably one of those features that get enable during Windows startup. However, since EVERYTHING in or out is allowed without any prompt to the user, not sure that anything would get logged. Nothing gets blocked. When you click on Customize for the Logging option, the next dialog shows where will be the log file. The default is: %systemroot%\system32\LogFiles\Firewall\pfirewall.log but you can change to save elsewhere. This dialog doesn't create the log file, so I don't understand why you say it cannot find it unless you changed from the default, but specified an invalid location. The logfile probably doesn't get created until there is something to log, so may "can't find" meant you tried to open the logfile in Notepad before it got created. In the Event Viewer (eventvwr.msc), look under Applications and Services Logs/Microsoft/Windows/NetworkProfile. A 4004 event gets logged whenever there is a network connection or re-identified. Under the NCSI node, 4042 events indicate the network discovery tool awakened to determine if the computer is on an Internet connection, on a domain network, or behind a captive portal. Back on the compmgmt.msc tool ran on her computer, did it list any shares (to which you or the "other pc's" can connect)? Finding the computer doesn't mean it is sharing anything. Something I just remembered is that some firewalls in cable modems, switches, or routers can restrict which hosts can connect to which. That is, all the hosts may be allowed Internet access, but not allowed to connect to other intranet hosts. You'd have to visit the internal web server in the switch/router/modem to see how it is configured.

In the Bitdefender article referenced before: https://www.bitdefender.com/consumer/support/answer/28557/ there is a slider just for the Firewall. Each component has its own slider. I did not see a slider to disable all components at once. If disabling just the firewall in Bitdefender does not help, I'd disable everything in Bitdefender. I'd then restart Windows, and check all the disables were still effected; i.e., that they did not get reenabled after a reboot. >> Something I just remembered is that some firewalls in cable modems, >> switches, or routers can restrict which hosts can connect to which. >> That is, all the hosts may be allowed Internet access, but not allowed >> to connect to other intranet hosts. I see in your reply to Frank that UNC pathing works, so you can reach her computer from all other computers. In a prior reply of mine (Message-ID: <12ms3gulh2znv$.dlg@v.nguard.lh>), I listed the protocols that were available for my Ethernet adapter in my desktop PC (running Windows 10). Other than the Npcap protocols (used for streaming capture), do you have the same list of protocols? Run: ncpa.cpl Right-click on network adapter. Properties. What do you have listed on your computers, and on hers? Do you both have "Client for Microsoft networks" listed, and enabled? That is used for file sharing on a LAN. The "File and Printer Sharing for Microsoft Networks" should also be listed, and enabled.

That's because you haven't configured the system correctly. Your Wife's machine is still "part of a business network". See this image: <https://i.imgur.com/QDoQ6wh.png> You just need a correct setting. First it has to be a private Network; Then you need to change the setting as shown in the above image. Don't just say it is not part of a business network. You need to check it to make sure the settings is correct. I am assuming that firewall has been set correctly as well. I haven't read the entire thread because it has become ridiculously large for a simple fix. By the way when something is in private network, it uses the IP address such as 192.168.x.x. This IP address cannot be hacked unless the hacker has access to your router. These IP addresses are called "Bogon IP addresses".

[After reading all responses sofar.] AFAICT, you didn't specifically say if *other* (than your) pc's can access her pc, but I assume they can't, otherwise it would be incorrect for you to say "so this is a problem with her laptop". Given that assumption: Let her laptop try to connect to *itself*. And do *not* try to 'open' her laptop by clicking on its name in the 'Network' tree in the left-hand pane, but type '\\<name_of_her_computer>' in the top bar of File Explorer.

If you have not defined any rules or changed away from defaults in to whatever access point to which she connects via wifi, see if resetting that access point solves the problem. For example, in a prior cable modem I had, I could define a rule or setting in the modem that allowed my host to have Internet access, but prevent any intranet hosts from connecting to me. I could get out, but no one could get in. That restriction would disappear after resetting the cable modem. Does her laptop connect via wifi to a cable modem, or an access point (AP) aka repeater/switch? >> Let her laptop try to connect to *itself*. Both were accessable. I asked previously about using UNC pathing, but you didn't say if those worked, or not. Instead you clicked on her host (presumably shown in File Explorer under the Network node). So, UNC pathing does work to get to shared folders on her computer. In your opener post, you said you had to enable Netbios over TCP. How did you do that? Was it: - Run: ncpa.cpl. - Right-click on the network adapter, and select Properties. - Select IPv4 protocol. Click Properties. - General tab. Click Advanced. - WINS tab. - Network tab. - Advanced button. We don't know if you or her are using dynamic IP addresses assigned by some upstream DHCP server (e.g., in the cable modem), or you configured your and her network adapters to use static IP addresses. For the Netbios setting above, is it at Default? In the prior dialog (IPv4 Properties), General tab, is the adapter configured for dynamic or static IP address? If static, what is specified for her computer, and the other computers trying to operate in the same workgroup? That is, is the submask the same for all?
