Very few people have a static IP address, so using that as any kind of 
authenticity test is simply idiotic. IP address are handed out by your 
ISP as needed and you often have to pay extra to have a static IP 
address. My own home-4G connection can have an IP address of almost 
anywhere in the country depending on which Vodafone server it connects 
to and certainly not actually where I live.

Apple has the right to protect its developers and the country from criminal
actions by blocking their use of Apple devices just a the police put boots
on criminal's cars that violate parking laws.

You have to ask why are these criminals hiding their identity from Apple.

Apple has the right to protect its devices by disabling them if Apple
suspects you're trying to hide your identity from them.

Why can't you just bring the device to Apple and show your government ID?

Yep. We don't use iCloud for anything. Apart from the iPad nagging to 
use it (which we just ignore since it's only a "1" appearing on the 
Sytem preferences icon), it's completely irrelevant unless you choose 
to use it.

Apple doesn't disable anything. You, the owner, choose to disable a 
lost or stolen device via the Find My feature. Even then, it won't 
actually be disabled until it connects to the internet again.

Apple disabled their device because Apple suspected criminal activity.

If they walk into any convenient Apple store and prove they aren't using
their now disabled Apple devices for criminal activity, and if they show
their government issued identification to Apple employees to check on them,
then Apple should remove the disabling lock on their Apple device.

It's no different than when you park your car illegally and the government
puts a boot on the wheels so that you can't use it until you pay the fine.

You should be thanking Apple for preventing suspected criminal actions by
disabling the device so that it can no longer be used without proving your
government identification in person at the nearest Apple store.

Very different, Apple isnt the govt and even with an illegally parked
car, you only have to pay the fine, not prove who you are.
