Yes. However, there are no system calls for *disk* data capable of
treating a file as anything other than blocks of 128 words. The
content is then either 7 ASCII characters packed per word, or 36 bits.
No other choices are available.
In fact, in order to write your 4 8-bit bytes back to tape such that
it reads natively on the 360/370, you must open the file as 36-bit
data, then programmatically insert an 8-bit byte pointer into the
file descriptor block allocated by the OPEN call. (Well, technically,
you could open it as 7-bit ASCII data and do the same thing. That
just seems more wrong, somehow.)

As a matter of fact, we do. It is seriously down-rev from modern TeX
implementations, still requiring postprocessors like dvitops, so I don't
make much use of it there any longer. Oh, and it only supports LaTeX 2.09;
LaTeX 2\epsilon requires a more modern TeX...
