Right first name, wrong last name.
The XKL port of the GNU toolset, including Emacs, was done in 1991-92 by
Richard P. "Dick" Helliwell. The port required that he also port Perl 4.x[a]
in order to do (some of) the configuration steps.
These tools are available on the SDF.org TOAD-2 system; contact them for their
rules about downloading things from their systems.
[a] Perl 5 wasn't yet available when Dick began his port.
