I was about to say that you're confusing scope and lifetime, but that
sentence has to be read in combination with 6.2.4p7:
For such an object that does have a variable length array type,
its lifetime extends from the declaration of the object until
execution of the program leaves the scope of the declaration.
It's slightly odd to say that execution of the program (a run-time
concept) is inside or outside a particular scope (a region of program
text), but it does work.
