You (and I mean specifically you) have no way to tell if two Turing
machines are equivalent. You have no set process you can go through
that will always arrive at the answer: yes they are equivalent or no
they are not.
Here are two TMs (actual Turing machines) for which you can't answer the
question for sure.

These use the notation for the simulator you decided you liked[1]. Are
they equivalent Turing machines?

And suddenly architecture turns up. I suspect you are talking about
something else altogether. Still, it's a cool example.

Summary of the notation: state transition rules follow a '(' character.
The first two characters denote the current state and the symbol under
the tape head. These determine what action is to be taken. The
remaining three character give the symbol to write to the tape, the new
state to enter and the direction the tape head should move.
I found the simulator clunky enough that I wrote my own.
