I think he's running KLH10. With SIMH, you can give the binary Linux
caps and attach to an already present tap device while running as an
unprivileged user. This doesn't work with KLH10. The docs mention making
the network helper binary setruid but this didn't work in my
testing. So, root it is.
"If you plan to use the network interface emulation, you MUST either
run the KN10 as root, or make the interface process setuid-root."

From my understanding, this would be the binary "dpni20".
