A group with low traffic is not necessarily “dead”,
though. Many Usenet groups have always been
slow-moving. That is part of the nature of asynchronous
discussion.
Also, I do not think most new users today browse long group
lists the way people did in the 1990s. Many arrive through
archives, search engines, recommendations, or links to
specific discussions. In that situation, the existence of
specialized groups is more of a strength than a weakness.

Because I am not the one initiating the RfD. I think the
responsibility to notify the affected groups should
primarily fall on the people proposing their removal.
