I found some time and energy to rebase the 1092 llvm-19 compatibility
branch against 0.44.0
https://github.com/detrout/llvmlite/tree/llvm19

I reported on the PR that the rebase almost works.

2 tests fail on x86_64 and 0 tests fail on arm64, both out of 379
tests.
