Am Unvermögen des Autors kann ich nichts ändern.
Ich weiß, wie man es korrekt macht - dieser Autor anscheinend nicht.

Nein, seit eventuell mehr als 100 Jahren ist die Struktur von Texten
in den westlichen Ländern der Welt festgelegt.
Als Buchautor kenne ich diese Festlegungen.

Es kann sein, daß die Abbildung unter 2. eine nichtelektrische Heizung zeigt.
Da es kein Foto ist, kann ich das nicht zweifelsfrei erkennen.
Es kann auch sein, daß der Autor diese Abbildung als unter 3. stehend ansieht.
Obwohl sie eindeutig unter 2. angeordnet ist.
Dann hätte er eben seinem Artikel eine falsche Struktur gegeben.
