"c" does not have integers is has fixed sized representations of integers.

Besides different fixed sized integer representations this expression
has no range of correct interpretation thus its semantics is specified
by itself syntax:

If I say that: "I am going to the store to bu some eggs" and you
interpret this as "I am going to pop is big red balloon" your
interpretation is objectively incorrect because it diverges from, the
semantics that I specified syntactically.
