Ah, sorry. I was creating them on the server.

I missed that detail; sorry.

Okay I am seeing the same behavior as you when I create local mailboxes.
This is obviously a bug. As a work-around solution, you can create the
mailboxes at the top level and then drag them into other mailboxes to
establish a hierarchy that way.
