I always create them right there in Mail. I don't see much point in
going someplace else to do what can be done right in the app.

Was Level1 created by Mail or some other means? 

Does the same thing happen when you try creating it the other way?

I think you may need to ask your IMAP provider for help. I suspect their
IMAP setup is configured strangely. I have to wonder what IMAP server
software they are running.
