Normally, PHP programs are executed on the server.  But if the server 
has PHP disabled, AND the user has PHP installed, AND the browser mime 
prefs are set just so, yes, a web page can reference a PHP file and get 
the client's computer to run it.

And just like PHP, if mime prefs are set to launch Office for 
.doc/.xls/etc., then you can click on a link in a web page and have an 
Office file download and run on your machine.

I've seen browsers configured to allow .exe files to download and run!
