Not quite. Close, but no cigar.

The Adobe Mobile Apps, give you some editing capability, but are still 
engineered for integration with the Creative Cloud and ultimate return 
to the desktop for image refinement in Lightroom or Photoshop CC.

For example the newly released "Adobe Photoshop Fix"  is probably the 
most powerful iOS photo editor currently available, but even Adobe 
recognizes the need to get images back to the desktop.
