Older bike exhausts -- and especially small two-strokes -- had removable
baffles which could be taken out for cleaning. Or to provide more noise
and power.

Nowadays, they cannot be removed so are only noisy if the thing is
"modified" and I think we all agree than any modification shouldn't make
it noticeably louder. Currently, replacement exhausts should show either
a brand or a kite mark or both. In practice, anything which isn't too
noisy passes the MOT. There's nothing intrinsically wrong in choosing an
alternative exhaust, as I have. Quieter four into one instead of four
into two and stainless steel.

But yes, there was a moped which used to stop at the traffic lights
outside my flat at 5am and I often threatened to get up early and wait
for him/her with a baseball bat to make my own modifications.

Sad that some bikers feel it essential to make an infernal din so that
dozy motorists wake up and pay attention to the world outside their car:
