I'm sure you could get an executable (or compile the latest, greatest if
you have a compiler---or get someone to do it for you if your version of
VMS is too old or you don't have a compiler).  The archive can be
extracted anywhere there is ZIP, which is not true of a BACKUP saveset.

BACKUP DISK$FOO:[*...]*.*;*/EXC=ARCHIVE.BCK ARCHIVE.BCK/SAVE
