Have you tried using the "compose" key?  Most keyboard layouts don't 
have it by default, but your distro/desktop's settings should let you 
specify it.  I put it on the "scroll lock" key.

Then you can make characters by pressing "compose" and typing bits that 
seem to go together.  In this case, ¿ is made by compose + ? + ?.
