I think that you have to change the keyboard in the configuration menu
or app of your desktop - which you have not told the name.
For instance, in XFCE, it is "settings", "hardware" then "keyboard",
then "layout".
Or me using openSUSE I can fire up YaST, select hardware, then keyboard,
and choose one for all users and desktops.
