I use xmodmap/XCompose combo for this (see their man pages). E.g. if my ~/.Xmodmap file contains this line: keycode 105 = Control_R Multi_key Control_R Multi_key Control_R Multi_key and ~/.XCompose contains this one: <Multi_key> <question> <question> : "¿" I can enter '¿' by pressing Shift-RightCtrl followed by '??'. If it's not done by default in your distribution, you'd have to run `xmodmap $HOME/.Xmodmap` during X session startup (placing the command in ~/.xsession or ~/.xsessionrc should do the trick).
