With all digital circuits, the slower you run them, the cooler
they run. This has to do with the current that flows when they are
transitioning between states (0/1 and 1/0). The slower they run, the
sharper the transition becomes and they less current they draw.
So, running it slower should cool it down.

That said, AMD's do run on the hot side.

Other things that may be going wrong:

--You bios fan control could be set too low, as in "quiet".
Try the noisy settings

--Is your CPU heat sink clogged with dust? If you blow it out,
secure the fan blades, as spinning the fan can somethings blow out
your PWM controls on the fan's circuit board.

--Your CPU fan may not be seated properly. Try slightly tightening
your screws

--Your CPU fan may not have the proper amount of thermal grease
applied.

--You are using a cheap ass third party CPU cooler.

I love Supermicro's coolers.
