What's really at odds here is that the "System Restore [Points]" feature
exists and works, as it's part of the update workflow in NT 6.1.

That of course doesn't mean the system can't be misconfigured or damaged
in some other way, but system restore does work. Unless this has changed
in more recent versions of Windows NT...
