This happens in some of the Jules Verne novels. Put a weight on the
valve. Apparently, if not actually designed for this, those valves had a
design that made overloading easy. Maybe the idea was "today the maximum
pressure will be X", because actually keeping the boiler at a certain
constant pressure is difficult.
