It's very common in northern Indiana where I used to cycle a great deal. And as rbowman describes, the common practice there is for subsequent motor vehicle traffic to do the tamping down. So there is a period of time (usually weeks) when loose gravel is quite prevalent over the surface--often an inch or so deep. Very dicey to ride on with road bikes. I've actually not seen this done, that I can recall.
