For me (Android 4.4.1), the app will be listed as "Restricted" when it is only given wifi access. It needs to be unrestricted to use either wifi or cellular data for Internet access. Not restricted means the app can use either wifi or cellular data. You might be using the "Google App" app (a widget) on the home screen. You might be using an app called "Voice Search". Siri is a personal assistant app. Whatever is that voice search app, check under Data Usage that it is NOT configured as restricted. I don't know how wifi-to-cellular-data tethering is coded. It could be simply a gateway which means the unidentified app that is restricted to wifi-only access might think it has wifi access when the phone really only has cellular data access. You want to ensure the unidentified app is configured so it can use either wifi or cellular data (by NOT configuring it to use wifi only). Does the "voice search" app allow you to type in the search terms? If so, what happens when you type in the words and do a search that way (instead of trying to use the voice feature)? Under Settings -> Language and Input, and for the Google voice typing function, click on its setting icon (gear wheel). Or click on Voice Search setting to see the same voice options. Under there, click on "Offline speech recognition". Have you downloaded a language file so lookup is local rather than having it done online? I'm in the USA so I have the "English (US) 39MB" language database downloaded (so it is local).
