Settings -> Data Usage
Check if the unidentified app is listed and configuring to NOT use
cellular data (i.e., it can only use wifi).  For me (Android 4.4.1), the
app will be listed as "Restricted" when it is only given wifi access.

For example, I went on a trip for a wedding where there was no wifi
access in the area.  Couldn't get the weather widget to update.  Then I
remembered that I had configured it for wifi access only.  Went back
into Data Usage and removed the checkmark so the app could use both wifi
and cellular data.  Then I got the weather updates.

"set the phone as a wifi hotspot".  Does that mean you are actually
configuring your smartphone so OTHERS can access the Internet through
your smartphone?  Or did you mean you enabled wifi on your phone?
