Your other device connects via wi-fi to your smartphone.  Your
smartphone connects to your cellular provider's service (e.g., 3G).
Something between mediates the tethering.  What are you using?

I've seen instructions for Android 4.1 Jelly Bean to go into Settings,
Wireless & Networks, More, Tethering and portable hotspot.  Although I
have Android 4.4.1 KitKat, there is no such option probably because it
is a low-end Samsung Galaxy Core Prime and also a Tracfone-locked phone.  

So are you using "voice search" on the other device (the PC or tablet
using wifi to the phone and then from the smartphone to cellular data)
or on the smartphone itself?  It sounds, so far, that when doing a voice
search on your phone, it sometimes fail when the phone connects using
cellular data (2G, 3G) and during that cellular fail the voice search
works okay when you enable wifi tethering on that phone.  Although the
display shows 2G or 3G for a cellular data connection, how may bars does
it show?  Cellular signal strength may be too weak to get a connection
that way and instead your phone is using the wifi tethering to connect
to some wifi source to get to the Internet that way.

When tethering is NOT enabled but wifi *is* enabled on the phone, 2G or
3G showing up means there's no wifi available or you aren't connecting
to it from your phone.  No wifi icon but 2G/2G icon means your phone is
using cellular data for Internet access.  But what if the signal
strength is too weak via cellular data?  Besides the bars, a better
measure is to go into Settings -> About phone -> Status and look at
signal strength.  Although your phone has no wifi for a direct
connection, and with too low a signal for cellular data, maybe your
phone uses the wifi tethering to get at your PC to use its Internet
connection.  

I have not used tethering to know if it only works one way (other device
to phone) or if it can work both ways (other device to phone and phone
to other device).  Hopefully the plan to which you subscribe at your
cellular provider (Optus) allows for tethering; else, they can terminate
your subscription.
