No, I'm sorry, that's not true.  For about the first fifteen years of DOS's 
existence, there were three DOSes about - PC-DOS, MS-DOS and DR-DOS.  Programs 
that worked on one didn't necessarily work on any of the others.  Furthermore, 
some DOS programs ran into trouble in Windows.  Furthermore, not every Windows 
program ran in every version of Windows.  There were also occasional 
incompatibilities between PCs even with the same DOS brand.

Actually, the state of WORA within DOS (which begs the question of the "A" in 
"WORA" - if it only runs in DOS, is it really "A"?) has improved in recent 
years.  *Now* is when you can count on a native DOS (well, Windows) program 
running in pretty near any Windows machine much more than you could in the 90s.

Also, PCs were not initially the dominant platform we think of today, so even 
if we could (which we couldn't) write a program that ported to any PC, it still 
wasn't "anywhere".

Again, I don't dispute that.  I do claim you are looking at the past through 
rose-colo[u]red glasses.
