It's a big enough job that it would require substantial motivation, such 
as being paid to do it, and it wouldn't be inexpensive. There are a lot 
of requirements for a web browser.

polyFORTH in the late 1980s had a nice GUI and data base system, but it 
wasn't a general-purpose OS in the sense of being able to support fully 
independent applications written in other languages.
