I think that's good but ONLY if it were designed to be as non-technical as possible, i.e. as little theory as possible, almost a practicum.

There are two settings in which I think this could be:  either in high school as an elective.  Or in Universities that offer an inter-session for exploration, or the possibility of short-courses.

For example, MIT has a January inter-session of two to four weeks, in which 'short-courses' are offered for exploration of precisely these kinds of things, including academic, arts, engineering, and anything else.

The difficulty I see with offering a full term course like this is that matters of assigning credits, administering grades, testing for mastering, integrating into departmental curricula, and the rest of that business, will mean that much unnecessary material will be added depending on which department chooses to house such a course.  If physics, it might be the theory of electricity and circuits.  If computer science, it might be the theory of programming languages or formal automata.  If electrical engineering, it might be computer architecture or digital design.

While none of these theories is a bad thing to study, all of these form layers of accretion that I think would stifle the clean, exciting bit which introduces students to a new way of thinking about computers, about their control, and about a simple, easy to understand language for doing this.
