There are several minimalist distros of Linux, but you might prefer the 
NanoBSD version of FreeBSD, used as the basis of pfSense, and FreeNAS. 
Simple to create a custom mini kernel, and put only the binaries you want 
onto the boot media (CF/SD/.ISO/and maybe floppy still).
