Based on the large projects I've worked on, it's probably a cluster of 
interrelated applications. And I quail at the thought of what it would 
take to do all those applications in C.

When we re-wrote the failed Saudi Airport applications in the 80's, they 
had over 1M LOC in Fortran, PLM, and assembler (30 man-years of effort). 
It only addressed a few of the collected applications in the spec, and 
couldn't meet the performance spec. By the time we had finished *all* of 
the applications (and passed the performance spec easily), we had about 
350 LOC in Forth.
