It's nice to have a single time unit for all uses of times, otherwise
we need unit conversion and introduce the corresponding errors. So if
we use nanosecond resolution for something, we should also use it for
files (at least in the interface, many file systems support only
second resoltion in their on-disk representation).
However, given the reactions up to now, I lean toward producing time
as a double with an unspecified resolution and epoch, with conversion
words for converting that to common units. Than we can compare the
time stamps that come out of the time words, and if we need some
actual numbers, we can get them with the conversion words. And each
system can use the resolution appropriate for the system.
