At least two implementations (Gforth and PFE) return a fam (file
access mode, to be consumed by OPEN-FILE), so they certainly do not
return the modification time.
FILE-STATUS is an example of what happens if a word is underspecified
in standardization: There is no useful standard or portable usage, and
the name is burned and cannot be used for a useful word.
